Food safety challenges remain a prevalent global concern. Free trade as well as the globalization of food products are some of the factors that contribute to the increased exposure of food hazards to populations. Being a member of the World Trade Organization (WTO), the Philippines is expected to adhere to the organization's Sanitary and Phytosanitary Measures (SPS) Agreement; the agreement requires all WTO member countries to implement food safety risk analysis as the basis for their respective SPS measures for trade. The use of risk analysis as the scientific basis in food safety policy development has also been underlined by the Food Safety Act of 2013 in one of its General Principles. Defining food safety risks through risk profiling should be done as the first step in the preliminary risk management activity to further the process of developing appropriate food safety control programs.
